Having the opportunity to work with a wide variety of Healthcare entities, ASA has a unique perspective on how New York State’s healthcare delivery touches not only all parts of state government, but also how it reaches all New Yorkers. Healthcare represents the second largest spend in the state budget, and given the complexities and ever changing protocols of the industry, we are positioned to see the universal challenges and how to navigate both internal and external issues. Most recently, ASA had the pleasure to represent the Centene in their acquisition of FidelisCare, at the time the largest healthcare transaction in state history, and the subsequent state approval for the Centene acquisition of WellCare. On behalf of Westchester Center Medical Health Network, ASA was proud to secure tens of millions of dollars in funding to transform the Health Alliance hospital system in Kingston, ensuring that residents of the Hudson Valley will have access to top quality care where they need it the most.

The emergence of tech in all aspects of our lives has led to a host of exciting new possibilities for the delivery of good and services, and with them unprecedented challenges for State legislators and regulators. Beginning in 2015, ASA represented Lyft and helped to enact the ridesharing law, which allowed for the insurance, public safety, penalty and revenue provisions necessary to authorize ridesharing companies to offer their services in New York. Since then, ASA has branched out to represent several diverse app-based, fintech, and tech trade associations on issues as varied as labor, privacy, net neutrality, public safety, traffic congestion, and innovative financial products in a new and ever-changing landscape.

The authorization of Class III casinos, coupled with the recent decision by the United States Supreme Court in relation to sports betting, has opened a new, diverse and complex market that already had nine successful video lottery facilities. As New York State continues to review the potential issuance of three additional Class III licenses, and the potential of on-line sports betting, ASA has successfully navigated both complex regulatory and legislative issues on behalf of gaming operators. K-12 Education makes up the largest portion of the State budget, and the challenges of shepherding that kind of massive investment into a system that meets the needs of all children in diverse socio-economic environments in urban, suburban, and rural communities across New York leads to perhaps the most passionate and politically charged annual policy debates in Albany. Through its representation of school operators and teachers, both in traditional public and public charter schools, the ASA team has successfully navigated complex issues of pupil funding, facilities funding, transparency and accountability, teacher certification and licensing, standardized testing, and professional development programming.
In the Higher Ed space, ASA has represented both private and public universities as they seek capital and programmatic funding for innovative new classroom facilities and lab space, strategic partnerships with State initiatives, economic development grant funding, and State Education Department approval of new schools or departments. New York State continues to develop its priorities and vision of its workforce of tomorrow, and our colleges and universities must find ways to tap into this vision in order to forge long-lasting State partnerships.
