' New York City’s planning commission approved a zoning proposal Wednesday that would allow for the legalization of casinos in parts of the city if those facilities win one of three highly coveted gaming licenses being doled out by the state.

The text amendment, passed by the commission with a vote of 10-2, eliminates the need for the city to evaluate individual land use applications for at least nine proposals expected in New York City, though some bids would still need site-specific zoning approvals.

Mayor Eric Adams' administration moved ahead on the zoning proposal after reaching consensus with the City Council on pursuing a citywide approach.

City Planning director Dan Garodnick and Speaker Adrienne Adams said in a joint statement last fall the bill is meant to ensure casino applicants in the city are “not at a competitive disadvantage” compared to those in surrounding counties.

The proposal would make way for casino uses in certain commercial and manufacturing areas for facilities that have obtained a state-issued gaming license. Wednesday’s vote from the planning commission is one small step that makes it easier for city casino bids to move forward in New York by streamlining the city zoning process.

The measure still needs to be approved by the City Council, which is expected to vote on the zoning proposal in the coming months.

Speaker Adams has signaled support, so the plan is likely to pass the legislative body. '
