'The early April data from the New York City Department of Health did not come as a surprise to those who studied the longstanding racial disparities in health care. But the findings appeared to strike a nerve with Gov. Andrew Cuomo, who directed the state Department of Health, University at Albany researchers and Northwell Health to examine the issue, boost testing in minority communities and take other steps to prevent such inequities.'
