"'This gives access to the everyday people,' said state Sen. Terrence Murphy (R-Yorktown), the bill's sponsor with Assemblyman Daniel O'Donnell (D-Manhattan). 'I've exhausted a number of different avenues to try to make sure we get this right.'"
