Citizens for Affordable Rates (CAR) (2026)

In 2026, as New Yorkers faced mounting affordability challenges, New York ranked among the most expensive states in the nation for auto insurance, with premiums continuing to rise year after year. Albany Strategic Advisors (ASA) partnered with Citizens for Affordable Rates (CAR), a coalition of business, transportation, and community organizations, including Uber, Lyft, and the Trucking Association, to develop and advance a comprehensive package of auto insurance fraud prevention, enforcement, and tort reform measures aimed at addressing key cost drivers in the system.

ASA and CAR helped develop the reform package, successfully advocated for its inclusion in the Governor’s 2026 Executive Budget proposal, and implemented a comprehensive government relations, community engagement, and communications campaign to build support for the initiative amid significant opposition from the State Trial Bar. ASA organized multiple advocacy days, facilitated grassroots rallies, coordinated coalition activities, and engaged policymakers and stakeholders across state government throughout a months-long campaign.

The reform package was ultimately enacted as part of the State Budget, delivering meaningful changes designed to reduce fraud, improve system efficiency, and help lower auto insurance costs for New York consumers.
